The contention is presented that elections should be decided on issues, not hype. Every candidate has both his strong and his weak points. Incumbent President George W. Bush is no exception. George W. Bush: An Imperial President

8 pages in length. Defining the relationship that exists between political power and wartime policies is a task that draws its conclusion upon a very fine line. Indeed, while both of these entities have something significant to do with one another, at the same time they each possess their own particular arrangement amidst the wide and varied scheme of bureaucratic function. It can readily be argued that policy needs the combination of power and government in order to enact any level of politics; however, it can also be contended that there does not necessarily have to exist any sort of democratic considerations as a means by which to operate that government. Examining the elements that have brought George W. Bush's presidency to the level of imperial power at which it now resides helps one to gain a significantly better perspective upon what powers Congress upholds under the Constitution and what authority it has relinquished to the Executive Branch. Self-reliance is an attribute to which most people aspire as they tread through the various stages of their lives; to be solely dependent upon another person or entity for one's sustenance is not a common ambition for those brought up with values from and a driving force toward the American Dream. As righteous as self-reliance is in the overall scheme of life, there are times when people falter through no fault of their own and desperately need temporary assistance to help them regain an economic foothold. Herbert Hoover had a most difficult time with this concept as was clearly evidenced in his "Rugged Individualism" speech whereby he declared that no one should have a reason to depend upon the government for assistance because everyone is expected to be so independent as to always be capable of helping themselves in times of crisis. Arguably fashioned after generations gone by where those who lived off the land in search of a better existence were forced to rely upon their own ingenuity to stay alive, Hoover's expectation of the same for America's citizens was considered over the top by many within and outside of the political arena.
